How to get a barber license: requirements, exams and license tiers by state

You get a barber license from your state’s licensing board in four steps: finish the training your state sets (barber school, or an apprenticeship where the state allows one), pass the written theory exam, pass the practical if your state still gives one, and apply, in the order your board sets. No national body issues the license, so every number on this page belongs to a named state and links to the page it came from.

The four steps to a barber license

The steps are the same everywhere; their order is not. Texas wants both exams passed before you apply, while California approves your application first and then sends you to the exam. What else changes from state to state is the number of hours, whether an apprenticeship counts, which written exam you sit and whether a hands-on practical is still part of it. Texas is the cleanest worked example, so the steps below use its rules (TDLR, Class A Barber, ).

  1. Finish the training your state requires

Texas: a 1,000-hour Class A Barber course at a barbering or cosmetology school licensed in Texas, with a student permit while you train. Pennsylvania counts 1,250 hours in a licensed barber school or barber shop (application packet). New York lets you swap school for two years as a licensed apprentice (NY DOS). The hours are the longest step by far; the three after it are short by comparison.

  2. Pass the written theory exam

Texas lets you sit the written exam once you have 900 of the 1,000 hours. Your school reports the hours, the board confirms eligibility and the exam vendor emails you a scheduling link. The exam itself depends on the state: NIC’s National Barber Theory, PSI’s own national exam or a state-written one.

  3. Pass the practical, if your state still has one

Texas gives the practical only after all hours are done and the written exam is passed. California dropped its practical on January 1, 2022 (CA Board of Barbering and Cosmetology), so a California candidate’s last step is the written exam.

  4. Apply for the license

In Texas you apply online after passing both exams; you must be at least 17, and the Class A Barber license is valid for two years. TDLR also runs a criminal-history check on every applicant, so answer the conviction questions on the form in full.

The hours take months. The written exam takes weeks of drilling. Plan the second inside the first.

License tiers: barber, manager, no-chemical, teacher

“Barber license” usually means the full license: cutting, straight-razor shaving and chemical services. Around it, states hang a ladder of narrower and higher licenses, and they name the rungs differently. The table uses only tiers we found in a state or exam document, with the source.

What “master barber” means

“Master barber” is a name some states give their full license and others give a step-up license. The documents we checked for Texas, California, New York and Pennsylvania do not use the title at all; Pennsylvania’s step-up is called Barber Manager. If your state uses “master”, its board’s license list says what it requires. Do not assume it means extra exams until you read that list.

Barber license requirements by state

Five states get the most searches, and each runs a different exam. New York, Georgia and Florida have short sections here; Texas and California have their own pages.

New York: school or a two-year apprenticeship

New York licenses barbers through the Department of State, statewide, so New York City barbers apply to the same department (NY DOS barber FAQ, ). You qualify one of two ways:

  • School: an approved New York barber school. DOS does not set one hour figure; the hours come from the school’s approved curriculum, and you enter its curriculum code when you apply.
  • Apprenticeship: two years as a licensed apprentice under a New York–licensed barber. Apprentices may not work under a licensed natural hairstylist, own a shop or rent a chair.
  • Either route: a one-time course on how contagious diseases spread and on shop sanitation, approved by the Education Department, plus a medical examination by a physician, physician assistant or nurse practitioner.

Exams are booked online after DOS approves your application. If you hold a barber license from Maine, Pennsylvania or New Mexico, DOS waives the New York practical when you send an original certificate with a raised seal.

Georgia: PSI’s national exam, not NIC

Georgia’s board, the Georgia State Board of Cosmetology and Barbers, contracts PSI to run the PSI National Barber/Cosmetology Testing Program at PSI computer and practical test centers in Georgia (PSI Georgia test-taker guide, v1.1, effective Aug 1, 2025). PSI’s national page lists other states too; check your own board before you assume yours is one of them (PSI national exams, ).

Apprentices send a verification of training hours to the board, which mails an exam approval letter if the hours qualify. Licensees from other states may get a license by endorsement without testing; the board decides case by case.

Florida: check the board first

Florida licenses barbers through the Department of Business and Professional Regulation (DBPR) and runs its own exam through DBPR (2022 data, NIC guide, 2022; check DBPR). That data is too old to print details from, and DBPR’s own testing pages blocked our checks in October 2026, so we print no Florida hours, exam format or passing score.

If you are licensing in Florida, read the candidate bulletin on myfloridalicense.com before you book anything. A Florida page on this site waits until we can check those facts against a current source.

Texas and California

Texas: a Class A Barber license from TDLR after 1,000 school hours, a Texas-written exam delivered by PSI, not NIC (PSI Texas bulletin, Jan 1, 2026), and a hands-on practical. The exam outline, retake rules and fees are on the Texas barber license page.

California: since July 1, 2022 the Board of Barbering and Cosmetology uses PSI’s national exam; the barber version has 85 scored questions plus 10 pretest questions in 120 minutes, and there has been no practical since January 1, 2022 (CA BBC, ). Details on the California barber license page.

Barber state boards: where to go next

Searching “barber state board” almost always means you want the board’s own site. The table gives the board and a page we opened on Oct 21, 2026. It deliberately does not list which exam each state uses: boards switch exams and vendors, and a stale row would send you to study the wrong outline.

Already a cosmetologist? The crossover route

Some states credit a cosmetology license toward the barber license, so you train the difference instead of starting over. Pennsylvania is a clear case: with a Pennsylvania cosmetology license you need 695 hours in a licensed barber school or shop, over at least five months, instead of 1,250 hours over at least nine (PA barber application packet, ). Other states set their own credit or none, so ask your board before you enroll.

What to spend those hours on is not a mystery. The gap between the two licenses is the razor. NIC’s barber practical requires a straight-razor shave, and its haircut section includes a razor neck shave on both sides. On the theory side, Facial Hair and Skin Care Services is 15% of NIC’s barber items (NIC Barber Theory bulletin).

  • Spend most time on: straight-razor shaving strokes and bracing, beard design, the blood-exposure procedure.
  • Review fast: infection control and chemical services. You already passed them once; drill them, do not re-read them.
  • Skip as a topic of its own: nails and skin services that only cosmetology tests, unless your state’s barber outline lists them (the Texas exam does include manicure items).

Can you get a barber license online?

No. The training and the practical happen in person, and only the state board issues the license. What moved online is the paperwork and, in some states, the written exam.

NIC lets testing companies and states run its exams remotely once NIC approves them (NIC exam types); whether your state offers that is up to the board and vendor.

What a barber license costs

Three bills stack up: training (school tuition, or an apprenticeship where your state allows one), exam fees, and the license fee. In Texas and Pennsylvania the written and practical exams are billed separately by the vendor. Every amount is set by the state or vendor, so no single national figure exists.

What to budget for, step by step, is on how to become a barber. If you want the apprenticeship route to skip tuition, read the barber apprenticeship guide first; not every state allows it.

The step you control: the written exam

Where a state uses NIC’s National Barber Theory, it is 60 items, 50 of them scored, in 90 minutes (NIC bulletin, revised Sept 1, 2025), split across four domains. Two of them carry three quarters of the items; the passing score comes from your state, not NIC.

Hair Care Services (40%) and Scientific Concepts (35%) first. Implements and Equipment is 10%: an hour of tool names and disinfection steps, then move on. The state-written exams we checked, Texas and Pennsylvania, cover the same ground and add a rules-and-law section.

Questions people ask

What is the difference between a barber license and a cosmetology license?

The razor. Barber exams test straight-razor shaving, beard design and facial hair care: NIC’s barber practical requires a straight-razor shave, and facial hair and skin care is 15% of NIC’s barber theory. Cosmetology licenses lean toward nails, skin and hairstyling. The exact scope of each license is set by state law, and some overlap: the Texas barber exam includes manicure items.

Can you become a barber through an apprenticeship?

Yes in New York, California and Pennsylvania (shop hours); not in Texas or North Carolina, which require barber school. The rules, hours and supervision are on the barber apprenticeship page. Check your board before you sign with a shop.

What is the difference between a master barber and a regular barber?

It depends on the state, because “master barber” is not a national title. Some states use it for the full license, others for a step-up license that requires time working as a barber. Pennsylvania calls its step-up the Barber Manager license: at least one year in a licensed shop holding a barber license. Your board’s license list is the only answer that counts.

Is it illegal to give haircuts without a license?

Cutting hair for pay without a license or a training permit is what barber licensing laws exist to stop, and each state sets its own penalties. Students in Texas train under a student permit; New York apprentices must work under a licensed barber, and a general business license does not let a New York shop offer barbering. If you are not licensed yet, work only inside your school or apprenticeship.

Can you transfer your barber license to another state?

Often, but not automatically. New York waives its practical for barbers licensed in Maine, Pennsylvania or New Mexico. Pennsylvania lists reciprocity with CA, DE, ID, KS, ME, MS, MT, NM, NY, SC, SD and VA, and lets barbers from other states with two years licensed and two years working take only the theory exam. Georgia reviews endorsement applications case by case. Expect paperwork and a certification of your current license at minimum.
